Communication Systems

The Base Telecommunication Systems arena is typical of Altech’s success in managing
technological projects. Currently we manage the telecommunication systems for seven U.S. Air
Force bases across the nation. Altech was also successful in the award of a US Army Operation and Maintenance
(O&M) contract for the Directorate of Information Management Systems (DOIM) for the operation and maintenance of their
communications systems. This contract has Altech providing operational and maintenance support for switching systems
(Nortel SL-100 Switch and the Nortel SL-1 switch) for the US Army, which has the potential to encompass support for 95 Army
locations worldwide. Currently, Altech has been awarded two of these installations, Tobyhanna Army Depot, PA and Ft. Stewart,
GA.
Altech provides across the spectrum communication services and we have received “exceptional or very good” past
performance ratings on all of our BTS contracts. Two past contracts, Fairchild AFB and Charleston AFB were directly
sourced back to Altech, in lieu of re-competition, as a result of the excellent work history and services provided. The following
is a brief description of our telecommunication capabilities.

Switching Systems
Altech has extensive experience managing all sizes of central office switching systems including
Nortel MSL-100 SUPERNODE and Lucent Definity switches. The central office includes equipment
for a carrier/multiplex, Local Area Networks, all associated ancillary systems, key systems, and
Customer Premise Equipment (CPE). Systems interface with outside common carriers, FTS
1000 networks, DSN, and other point-to-point circuits. Additional capabilities we can manage include
Remote Switching Terminals (RST)1 for survival and RST2 for hospital, call accounting systems, and
voice mail.

Customer Service
Our personnel are responsible for all system Moves, Adds, and Changes based on customer service
requests and service calls for reported troubles and outages. Restoration time ranges from 2 hours
for emergency to one day for a priority service outage.

Inside Cable Plant
Our Inside Cable Plant installation typically consists of voice grade CAT 3, CAT 5, CAT 5e, and fiber optic cable with associated cross
connects, frames, patch panels, voice/data outlets, and fiber optic distribution/splicing panels.

Outside Cable Plant
Altech is experienced with buried, underground and aerial systems for both copper and fiber optic
cables. The cable sizes range from 6 pair to 3,600 in copper, and from 6 strands to 168 strands in
single, multi-mode, and composite fiber optic cables. We perform preventative maintenance and
schedule periodic testing on the cable plant to ensure continuous system and network
integrity.
Altech will also assume responsibility for all cable fault restoration. Circuit rerouting and workarounds
are employed to expedite restoration of critical users circuits in emergency situations. Ten
percent of spare cable pairs and fiber strands are tested each month to ensure specifications are
met and that the spares are continuously available for customer use.

Altech is also entered into a teaming agreement with RAD Data
Communications and fSONA as the Valued Added Reseller (VAR) for their wireless telecommunications equipment.
Using RAD's patented Time Division Multiplexing over the Internet Protocol (TDMoIP) allows service providers to migrate to
next generation networks while allowing them to continue to provide services using their legacy equipment. This offers the service
providers an affordable alternative for upgrading their communication systems. The equipment allows enterprises to run voice, data,
and video over their IP/Ethernet-based networks, which minimizes network maintenance and operating costs. As the VAR for these
products, Altech provides the hardware as well as the installation and support services for these communication systems worldwide.
